This division is responsible for: (1) the internal administrative operation of CAA, (2) undertaking the science popularization and promotional work in the area of polar expedition, and the management of the CAA official Chinese website operation, (3) the management of the fixed assets, and (4) the sponsorship work.
This division is responsible for: (1) organizing the studies on the strategies, principles and policies of Chinese polar expeditions, (2) formulating and supervising the implementation of the long-term and mid-term plans for the development of polar expeditions and the related laws, regulations and rules, (3) organizing the compiling of National Annual Report on Polar Program of China, and (4) undertaking the routine work of the National Advisory Committee on Arctic and Antarctic Expeditions.
This division is responsible for: (1) organizing and implementing the annual plan of the Chinese polar expeditions, (2) undertaking the application, determination and implementation of the capacity construction projects for the polar expeditions, (3) organizing and coordinating the manning of Chinese Arctic and Antarctic expeditions, (4) administering the operational management of the Chinese polar expedition winter training base and the representative offices abroad, (5) undertaking the guidance and supervision of the safety and emergency responding management of the polar expeditions, (6) conducting the financial management of Chinese polar expeditions, the fixed assets and government procurement activities, and (7) undertaking the comprehensive statistics of Chinese polar activities.
This division is responsible for: (1) drawing up and supervising the implementation of the scientific plan of the Chinese National Polar Expeditions and the annual scientific polar expeditions programs, (2) formulating the related standards and rules to polar research, (3) participating the examination of the polar scientific projects applications and organizing the implementation of them, (4) guiding and coordinating the polar scientific research activities, (5) guiding and supervising the Chinese Polar Scientific Expedition Management Information System and the regular observation of the polar environment.
This division is responsible for: (1) organizing the studies on international polar conventions, treaties, policies and systems, (2) undertaking the international cooperation and exchange in the polar area, (3) formulating and supervising the implementation of the polar environmental management system, and undertaking the education and training on polar environment protection to the Chinese polar expeditioners, and (4) administering the representative offices abroad, the overseas information of polar research and the CAA official English website operation.
The Personnel Office is responsible for devising strategies and procedures of human resource management; undertakes personnel deployment, payment of wages, assessment, training, rewards and punishments, recruiting, etc.; undertakes political examination of personnel going abroad, selection of foreign institutions personnel; is responsible for establishing and management of personnel information system, all kinds of personnel statistics and archives management; deals with retirement procedure, daily management of retirees; undertakes other issues designated by leaders.
The Winter Training Base owned by CAA is located in Yabuli, Shangzhi City, Heilongjiang Province in Northeast China. In March of 1986, the 3rd Chinese Antarctic Expedition started to carry out training programs in the Base, and from then on it became a regular training base for Chinese Antarctic Expeditioners’ winter training.
The Base, situates inside the Yabuli Ski Resort and located at an altitude of 1374 meters, has really hard winters during which the average temperature is about -25℃and the lowest temperature could reach -33℃. The snow falling often starts from the middle of October every year. The snow usually remains on the top of the mountain until early May of next year. The natural environment of the Base suits the training programs of Antarctic Expedition very well.
The representative offices are responsible for: (1) providing facilitation to the Chinese expeditioners who pass by and go to Antarctica, and offering supply to M/V Xuelong, like oil, water, food, etc., and (2) conducting the communication work with the related agencies of the country in which the representative is, so as to promote the international cooperation between the scientists.
